PLAN OF ACTION FOR THE PROMOTION OF SOCIAL ECONOMY ENTERPRISES AND ORGANISATIONS IN AFRICA
1. Strategic objective n°1: At global level
An increase in the recognition of and partnerships with social economy enterprises and organizations.
2. Strategic objective n°2: At regional level
Increase knowledge related to the promotion of social economy enterprises and organisations and the reinforcement of African social economy networks
3. Strategic objective n°3: At national level
Establish an enabling policy, legal and institutional environment for social economy enterprises and organisations; as well as strengthening and promoting social economy structures at the national level.
4. Strategic objective n°4: At micro and meso levels
The social economy enterprises and organisations become more effective, efficient and contribute to the populations’ needs in terms of income creation, social protection, employment promotion, rights at work, food security, environmental protection, fight against HIV-AIDS, elimination of child labour and the impact mitigation of the crisis.

This conference will bring together social economy promoters and stakeholders from Africa, government representatives from 25 African countries, employers’ and workers’ organisations, social economy organisations from other parts of the world, and ILO HQ units and field specialists to adopt an action programme aiming at mobilising the social economy in Africa in response to the crisis, at local, national and regional levels.

Abstract from the ILO Press release
The ILO has been supporting the social economy through normative action such as the ILO Recommendation 193 on the promotion of cooperatives; through technical activities (advice on policy and law, access to finance, organizational development, capacity building, international networking, etc.) and in different settings (informal and formal economy, rural and urban communities, a variety of economic sectors and sub-sectors) working with people at the grassroots as well as with decision makers in Government. In addition, the ILO has been establishing strong international partnerships with global social economy stakeholders, such as the International Cooperative Alliance, the Committee for the Promotion and Advancement of Cooperatives, the Consultative Group to Assist the Poor, and many others.
